背景

據《美聯社》報導，2025年7月柬埔寨總理下令打擊境內的網絡詐騙犯罪活動，迄今已逮捕超過千名疑犯。[1]2025年7月21日，Facebook群組「中國傻事」一名匿名參與者發佈一段大量民眾在公路奔跑的影片，字幕宣稱為柬埔寨詐騙園區集體大逃亡的畫面。[2]Facebook專頁「全马疯传新闻视频」和「中華力量」也發佈了相似的片段，其中「全马疯传新闻视频」的片段經剪裁及水平翻轉。[3,4]

以上三段影片共獲得3,672個讚好或表情反應、188則評論及698次分享。

相似影片在社交媒體X和YouTube也有流傳。[5,6]YouTube頻道「三奇中國」於2025年7月21日發布的片段得到逾10萬次觀看和超過1,400次讚好。

查證

上述影片水印顯示來源為抖音用戶「15000000066aa」和微博用戶「@柬埔寨情降拆婚研究」，但Factcheck Lab無法搜尋到相同抖音號的用戶，而微博用戶「@柬埔寨情降拆婚研究」過往發佈內容中也暫時無法發現相同的影片。[7,8]

以影片截圖作逆向搜尋，可發現TikTok用戶「_isaac_izo_」於2025年6月26日已發佈相同場景的影片。[9]片段附上的標籤包括肯雅官方語言史瓦希利語（Swahili）的「#抗議」（#maandamano）和英文的「#6月25日」（#june25）。[10,11]

關注東非新聞的X用戶「UKWELITIMES」於2025年7月7日發佈相同場景的影片，配文指影片是在肯雅針對總統魯托（William Ruto）之政府的抗議。[12]另一分享了相同影片的Facebook專頁「冷甲霹雳LangkapPerak」則稱，此為肯雅首都內羅比（Nairobi）錫卡公路（Thika Road）的抗議畫面。[13]

使用Google地圖搜尋肯雅首都內羅比錫卡公路附近的實景，可發現一處地點公路旁的建築物與網傳影片一致。[14]由此可判斷網傳影片攝於肯雅，而非柬埔寨。

以「Kenya」、「Thika Road」、「Protest」為關鍵詞在Google搜尋，可發現肯雅《旗幟報》（The Standard）與《Daily Nation》的報導。[15,16]其中提及，2025年6月25日肯雅抗議者為了紀念去年反財政法案示威活動中遇難的受害者而遊行示威，導致錫卡公路沿線交通癱瘓，有示威者點火抗議，警方發射水砲驅散。報導配圖為與網傳影片相似的公路遊行場景。

據《路透社》（Reuters）及《美聯社》（Associated Press）報導，肯雅政府2024年計劃通過一項增加稅收的財政法案以減輕沉重的債務負擔。2024年6月，反對法案的示威者在各大城市發起抗議活動，要求總統魯托下台。同年6月25日，數千名示威者衝進議會抗議稅收法案，警方向示威者開槍造成人員傷亡。次日，魯托表示不會簽署該法案。[17,18]

台灣事實查核中心於2025年7月29日發佈報告查核相似影片，指出網傳畫面拍攝地點不在柬埔寨，實為2025年6月25日肯雅的年輕人組織和平抗議行動，以紀念成功阻止2024年政府加稅措施。[19]
